The Family Liaison Co-ordinator (FLC) manages the deployments of Family Liaison Officers (FLOs) and Family Liaison Advisors (FLAs) within a service and are responsible for providing or arranging support, guidance and development opportunities for the family liaison community.

Key Accountabilities

  • Co-ordinate the day-to-day management of Family Liaison Advisor (FLA) and Family Liaison Officer (FLO) deployments to ensure an appropriate response to incidents of homicide, mass disaster and roads policing fatalities.
  • Provide a point of contact for FLOs to enable them to access specialised advice and guidance from the family liaison community, enabling the sharing of best practice to support ongoing responses.
  • Maintain a register of contact details of appropriate organisations, lay people and professional consultants to assist FLOs in their work with families.
  • Co-ordinate FLO peer support and ensure that FLOs receive or have access to welfare and occupational support and advice to mitigate the emotional demands of their work.
  • Provide an independent channel for FLO debriefing to identify and share good practice.
  • Liaise regionally and nationally to gather and share best practice for implementation within own force area to drive continuous improvement.
  • Co-ordinate Continuing Professional Development (CPD) events in line with training needs and national guidance to maintain and enhance the competency of FLOs and FLAs.

Prior education and experience:

  • Experience of supervising a team or experience of performing the role of a Family Liaison Advisor or Family Liaison Officer.
  • Recent and up to date completion of Ante Mortem Training (including completion of Interpol AM Forms).
  • Experienced PIP Level 2 investigator (crime FLC)
  • Experienced investigator for Road Policing (roads policing FLC)
  • Attend an accredited Family Liaison Coordinator’s Course, provided by a qualified police trainer, or College of Policing Associate Trainer or equivalent

 

Skills:

  • Able to plan to short and medium-term cycles, to coordinate a range of activities appropriately within the function, to match these to available resources, and to identify and mitigate known risks to delivery.
  • Able to develop and motivate a team and create strong engagement of individuals with their personal and team objectives and with Force values, behaviours and strategic priorities.
  • Able to develop and implement an effective stakeholder relationship plan which develops trust and enables contributions.
  • Able to engage a variety of audiences through a range of media to inform and/or persuade.

  • Able to identify potential applications of new or improved practices related to own area of work to improve ways of working.

Continuing Professional Development (CPD)

  • Maintain knowledge and understanding of College of Policing Authorised Professional Practice on Family Liaison, and related local policy.
  • Maintain knowledge and understanding of legislation and related codes of practice relevant to your role, for example, the Code of Practice for Victims of Crime 2015, Criminal Procedure and Investigations Act 1996, and the Youth Justice and Criminal Evidence Act 1999.
  • Keep up to date with guidance and best practice on vulnerability.
  • Keep up to date with new approaches to evidence based policing.
  • Maintain working knowledge of available support services, for example the range of services provided by victim support charities.
  • Keep up to date with, and share best practice and guidance, for example information from National Family Liaison Meetings.
  • Maintain knowledge and understanding of performance management processes and ensure they are implemented effectively when managing teams.
  • Complete all annual and mandatory training.
  • Keep up to date with guidance and best practice on health, safety and welfare.
